For a concealed carry permit to allow you to bypass NICS, the permit must meet a set of criteria which make it "NICS-qualified". One of those is that it be issued by a unitary (state) authority, which regularly checks available criminal and mental health records against their list of permit holders - same as if you were magically undergoing a refresher background check on a regular basis.

To do that in CO would require the legislature to conduct a complete revamping of the current permit system and get rid of the county-by-county issuers.

For the definitive answer, you'd have to ask ATF. Probably there's a central clearinghouse in MT that coordinates the county permits at a state level.
