While rummaging around

Today, while rummaging around in my old "treasure" box of stuff, I ran across this little stainless steel item. It has nine (9) different tool type functions and if anyone sees more than the nine, please remind me what they may be. Taking two pictures of the same tool since it was dang difficult to do away with the reflection. I can locate:
1. Ruler/straight edge
2. File
3. Screw driver
4. Saw
5. Can opener
6. Knife
7. Wrench
8. Compass
9. Bottle opener
10. ??

Those two holes can be used like a compass (not the directional kind) to make a circle... and the other kind of compass too? The arrow with the N I can only assume to mean that it's magnetized and will point north if in water on some kind of floating apparatus, maybe?

To act as a compass, I believe the middle small hole is for applying a string which should allow the North direction to be seen.
