I believe it. My dad's in charge of the Highway 34 reconstruction at Estes, and he describes the FEMA workers there as on-par with TSA; bulk hires with no common sense who don't really know squat. They put up a poster telling people to be at their trailer at 12:30 to start collecting their info for future disbursements...problem is, they didn't talk to CDOT at all. They were supposed to be working in that area at 12:30, but due to the number of people my dad had to send the contractors home for the day, costing valuable time (supposed to have a temporary road open by Dec 1) and money.
