Default Old Utility bill and credit rating.

So I back in like may 2012 moved out from friend's parents rental. Now they call today because they sold it and show an outstanding bill w/ I think it was city of fort Collins. Before I call these people I've got to see if my bank records go that far back because I'd closed that stuff and turned over to friends name. But I was wondering shouldn't something so old be showing on my credit report if it was in my name? I had a report done in the last year and didn't list any outstanding debts like that. That and my mail was forwarded so in the first 3 - 6 months shouldn't I have received angry bill letters? Pretty sure it's a mistake, but do I have an easy off for it being that long ago? I may just say eff it and ditch the $44 to not deal with the headache.

You should have received notice. Might not have been reported to collections or gone on your credit. Your "friend" should be paying it.

it's my understanding that utilities bills, late or deliquint, don't affect credit rating/scores.

    NOT TRUE AT ALL.

Maybe it makes a difference if the utility company is privately vs publicly owned, but my credit score got dropped by 150 pts over $7.21 that I was delinquent on because I moved away and didn't provide a forwarding address. They still found me.

Lots of municipalities are dredging up old, unpaid bills/fines/whatever in an effort to offset lost revenue due to past and current economics. It's quite possible an old unpaid bill got caught up in a recent audit.

Assuming they can provide proof of responsibility, and proof it won't hit your credit, I would probably just cough up the $44 to be assured it doesn't hurt you down the road. We all spend way more than that with a day at the range.
