Based on the article, it sounds like the only involvement that Obama has is:

"The thin new hats have a feminine line that some officials think would make them look just as good on female marines as on males - in keeping with the Obama directive."

Sound like Obama made a directive that the uniforms for men and women should look good on both men and women. I guess I don't get that directive, but didn't the Army come out with a unisex BDU? I'm just remembering vaguely, so if I'm wrong, I do apologize.
But they do look so much better in the old hats.
