There was something similar to the UN, there was Geneva convention & League of Nations. Geneva even banned dropping bombs from the sky in later 1890s or early 1900s. But once shit hit the fan no one cared about rules.

As long as we try to fight a war UN style, that is politically correct, and basically play flag football against an NFL that showed up in gear. Now if we tell the UN to pound dirt, as well as the media, and the liberals, and take the gloves off, I see us being able to put up a good fight against anyone. Its this sissy UN, politically correct BS that hinders our soldiers from doing what has to be done. Can you imagine wtf would have happened had we had a UN, and the media meddled in WWII?
