    It must have been staged.

    We know it couldn't have happened because they have a law that says stealing is illegal.
    I'm sure real criminals would have known better than to break a law that was so dutifully passed and put in place.

    If it were SOMEHOW a real event, I'd be so confused at how the "passing of a law prohibiting theft" would just not be effective at preventing theft.

    Maybe they should make more and "tougher" laws ?
    I'm sure THAT will put an end to this.
