Driver deserved to be arrested/cited for any number of disruptive charges. But unless she's driving a suicide chemical bomb towards the city water supply, why are you trying to stop the vehicle with force when you have helicopters, radios, V8 patrol cars, spike strips, cameras, and satellites?
