I think that is a re-hashed old story. I remember reading a very similar article, Milwaukee ATF, a while ago.
All they needed was a nice pipe bomb and they would have all 4 letters covered.buying up weapons for way more than they're worth and letting minors smoke pot and drink.

This story was out there a while ago. The new twist is that it seems to be SOP everywhere and that this was not just a one time thing.

LE agencies have been doing things like this forever. One done @ the local level in NY was a bogus towing/ chop shop operation. Those guys were moving coke, stolen goods and other items. This was done as part of an ins sting. Over 1K folks "thought" their ins claim of stolen car was going to payoff big time. End result was a front page pic , parking lot, of the "stolen" cars the owners thought the tow company was cutting up. OOPS.
