I was reading about it today, you need to set it up with the three credit reporting agencies. (Experian, TransUnion, and Equifax) Cost is around $10 each. It makes it so whenever a company tries to check your credit, as in trying to open a loan or line of credit, they will be denied the information thus resulting in the company rejecting the loan or line of credit. This helps by keeping someone from being able to use your identity to make credit cards or get a car loan etc.

I am not sure if this helps with tax refund fraud however.

It seems like a good thing to do for the low cost, though if you do plan on needing to use your credit, it can be a hassle and will cost to open it up again for use. Even a one time use.
