Its a forge marking. Splintered A is from Anchor Harvey Forge. Thats just who forged the upper, not who did the final machining and finishing.
Is that an M&P15?
Edit: I guess I didn't read the entire OP, regarding that it was from PSA. Duh...

If it is it's unmarked. I can't see any markings except for the 'splintered A' forge marking. If there are any other identifiable features I don't know about them.
Doesn't seem to be a blem, everything fits well and is a very tight fit to my DD lower.
The only problem now is that I also got two sets of 'same plane' folding sights and neither of the rear sights tighten up enough. Front sights seem to be OK.
When I try to call PSA 1-803-724-6929 all I get is a fast busy signal and they don't seem to answer their email.
Seems the only contact they want with customers is to cash their credit cards...they do that in an instant.
;->
P.S. I did finally get through to someone there.
They're going to send me an electronic return label and exchange the folding sight sets.

I was just curious, as I noticed the same forge mark on one of my uppers just the other night. Couldn't remember if it was my m&p or other.

Like I said. The mark only shows who the forging came from. There are lotsa uppers out there with no other markings. I've got one for sale that has the exact same mark, the other marking on it is the PSA logo on the left side. PSA's machining is usually good to go. They do put out blemishes every once in a while, but I think PSA even marks those the same way. Is it PSA or Ptac? Big difference there. The Ptac stuff seems to be very rough and low end. Best bet, other than contacting PSA (they are way overrrun right now with their black friday and xmas sales.) is to get a set of specs and a caliper. At least you can confirm what the dimensions are.
I think it was on a PSA upper I have from a while back..

The order shows that it's a PTAC. It seems to be a good one. I don't see any voids in the casting or rough finishing and everything seems very high tolerance, fit-wise.
I know some outfits buy over runs from legitimate sources but aren't allowed to say who they're from for fear of comparison shoppers that don't like paying the higher MSRP prices when the unmarked runs, for the same product, are going cheaper from cheapo sources.
They call it 'fair market value'...I call it 'price fixing'.
I had an Anchor Harvey from MAS Defense that was a few mm taller than normal. Basically put the handguard on a much lower plane than the upper. Fortunately the seller was a good guy and took it back, but MAS Defense was a pain in the ass.
But like someone said, AH is just the forge. Someone else does the machining.
Keep Calm and Carry.
