Techincially, he isn't a "Rock Star"= IMO, you expect Motley Crue/Ozzy/Van Halen to be that F'd up-

Not simply "speeding"... Drunk, on drugs, and racing a $260,000 Lamborghini through a lightly crowded Miami street.

Not a fan of the kid, have never heard a single song of his, nor justifying his actions, but at 4am in Miami Beach (which is quite removed from Miami by a whole lot of water and causeway), there's NOBODY on those streets, it's not "lightly crowded", it's empty, and 55mph in a 30mph zone is somewhat tame. 25mph over the limit, oh, the horrors...Paul Walker should be so lucky.

If you watch the video, he has like 10 cars in his entourage. I'm guessing out of all of those cars no one was smart enough (or probably sober enough) to say "Hey kid, maybe you shouldn't drive."
