The rotating part was the part I couldn't accomplish without a barrel installed. Once the nut is locked down on a barrel you can twist the handguard on the nut and lock it down.

It's all good. When ARP gets some barrels and I get mine delivered I'll play with it some more. Thanks though, I just could NOT figure out what my malfunction was.
