Pistol Barrel Purchase???

I'm looking to start purchasing parts to build a pistol AR.....If I were to order a short barrel from online like maybe from Rock River Arms or whomever stocks them, do the barrel's get shipped direct to your home address or do you have to provide FFL info when ordering?....it's just the barrel itself I would like to order as I would order the upper receiver elsewhere or whenever I can start putting pieces together for the build.......And question about a lower receiver. Since the lower is considered the actual serial numbered firearm part, does it need to be engraved with the words Pistol on. I mean obviously the build will not have a stock and just the pistol buffer tube unless I use the Sig arm brace on it for arm support purpose until I get a tax stamp if I go that route, but when purchasing a short barrel, how does the seller / dealer know whether you are building a pistol AR or a SBR ???

You answered some of your own questions. But I'll try to answer them again.

Barrel - not a firearm no FFL is needed. Even if you order a complete upper you don't need a FFL. But be cautious if you have a lower there is a thing called constructive possession. Mean you have all the parts to assemble a SBR before the stamp.

Lower - if it's stripped when you do your 4473 it should be checked as other. NOT pistol or rifle... Unless the lower is marked pistol (pistol) or it's an assembled lower with a buttstock (rifle)

I went the pistol route while my stamp was in the queue. If you plan to SBR it's wise to assemble the lower and do a function check before engraving and filing the paperwork. It would suck to have it approved then find out the lower is out of spec.

I also have a pistol marked lower that I use now while my sbr stamps are in for approval.

All components aside from the serialized component, the lower in this case can be shipped directly to your door.
As you noted, the serialized component of a firearm is considered "the firearm" and the rest is just chunks of metal from the Alphabet crew's standpoint.
If you purchased the lower as a stripped lower the 4473 should be marked as "other" by the dealer. If you purchased it used you need to ascertain that it was purchased originally as a stripped lower (other) or as a pistol (handgun). If it was purchased as a rifle (long gun) then building a pistol from it is about #2 on the list of things not to do.
A stripped lower does not require a "pistol" declaration on it.

Edit: Kwando has it right and the reference of purchasing a complete lower with buttstock is spot on. Good catch.

hmmm,....I can't remember what site i went to that I was browsing around pricing parts as I browse on many sites, but I did remember seeing big bold warning message that said something like....Any upper that is ordered with a barrel under 16" requires FFL info to be shipped to....Which is why I asked on here.....I mean I have a CO friend who is an FFL from his house and I could always ask him to order anything for me, but for my own knowledge on it all...I figure I ask here anyways.

So I was just looking on Stag Arms site and just wanted to see what their uppers cost etc.....and I came across this message, To complete processing of this item a copy of your ATF form 1 or 4 must be faxed to 860-229-3738 with your order number written on it in large numbers.
Now I'm a bit confused......A short barrel itself doesn't need to go through all this for purchase but a complete short barrel upper receiver does???

You're making it more difficult than it needs be, for doing what you want.
Unconfuse yourself and buy from someone who doesn't require such info. Like CMMG, bushmaster or other vendors. Since it's a complete shorter than 16" and in their LE section, perhaps they are CYA. They are closed so i couldn't get an answer, tomorrow i will call and see what they say.
Who has oversight on personal info, where does said info go, or get filed, why is it needed ??
