To get back on topic, the way these discussions work is:

Lawmaker A: I need to cut your budget by 10%, since our economy sucks
Military: Fine, we'll do that by eliminating the weapon program built in your state.
Lawmaker: You can't do that, it'd leave us at grave risk of ALL THE TERRORISTS AAAAAAAAAAAAAA!!!!
Military: Fine, then give me last year's budget plus 10%
Lawmaker: If that's what it takes to keep us safe, sure.

Then the military gives all the money to their contractors who charge 10x what the shit is actually worth, pockets kickbacks from KBR etc, and goes home fat and happy, meanwhile depriving the grunts on the ground from having basic shit they need like working body armor or meals that don't leave you so constipated you're pooping what amounts to briquettes.

Every time the budget is being cut, the armed forces will propose to cut the most reliable weaponary. It's part of their tactic to scare the govt to give them more money. Unfortunately, I dont think Obama cares either way.

If the article is legit, might be making way for the US Army/Navy hyper-sonic cruise missile J/V (not the USAFA failure). I can't find the article now, but from what I remember; strike anywhere within 3 hours from CONUS.

This accomplishes political goals like getting republicans to get angry about defense cuts that he can promise the money to his voting block by saying he cut DoD money to fund unemployment and SNAP. If republicans block it the dems can spin it to make the republicans look heartless and unwilling to give up their corporate war machine that funds their greed at the expense of the poor.
