You answered some of your own questions. But I'll try to answer them again.

Barrel - not a firearm no FFL is needed. Even if you order a complete upper you don't need a FFL. But be cautious if you have a lower there is a thing called constructive possession. Mean you have all the parts to assemble a SBR before the stamp.

Lower - if it's stripped when you do your 4473 it should be checked as other. NOT pistol or rifle... Unless the lower is marked pistol (pistol) or it's an assembled lower with a buttstock (rifle)

I went the pistol route while my stamp was in the queue. If you plan to SBR it's wise to assemble the lower and do a function check before engraving and filing the paperwork. It would suck to have it approved then find out the lower is out of spec.

I also have a pistol marked lower that I use now while my sbr stamps are in for approval.
