It needs to be reworded. It states:
(b) conducts a program of gun confiscation directed at any firearm
which is not prohibited by Federal law or any group of persons who are
not prohibited from possessing a firearm under Federal law.”
So, in the future, if a gun/person/group of persons becomes prohibited by federal law (thinking along the lines of the 94 AWB or some returning vets with "mental illnesses"), confiscation of that gun is OK? Someone needs to rethink the wording.
