Colorado does it.. the minimum wage here is tied to some cost of living index.. A couple years ago during the crash the minimum wage in Colorado decreased. You also have to remember that very few people are actually paid minimum wage. Most states also have a separate pay rate for those that are classified as tip earners and they are allowed to be paid below minimum wage for this reason.
As for Seattle.. sure decrease minimum wage, business owners fire the couple people that got hired at that level and rehire anew.
