I got a response regarding this. I think it's a generic letter but here's what it says:
Greetings,

You recently contacted the Frederick Mayor and/or Board of Trustees via email regarding the above referenced application which is to be considered by the Board in the upcoming months. While the Board appreciates hearing from the public on this and all other matters that concern the Town, I wanted to let you know that they are unable to respond back to you due to the fact that this matter is now quasi-judicial since the Town received the application formally. If you have any questions about this or other pertinent matters of the Town you can direct further questions to me.
