You are exactly right though, some people just don't care. The problem will go away eventually when self driving cars are the norm, we'll only have the deliberate (and mechanical failure) accidents.

I'm not saying those who text and drive are stupid. I'm saying that keeping it legal allows those who can't do it properly to kill themselves before poisoning the gene pool further. Creating laws preventing the stupid from needing to know the difference is what is helping to further pollute the gene pool with stupid genes.
