The Food Stamp Program, administered by the U.S. Department of Agriculture, is proud to be distributing the greatest amount of free meals and food stamps ever. Meanwhile, the National Park Service, administered by the U.S. Department of the Interior, asks us to ‘Please Do Not Feed the Animals'. Their stated reason for the policy is because the animals will grow dependent on handouts and will not learn to take care of themselves.

Agree. EOs can't change or create new laws (although he clearly believes he can), they can only direct the interpretation, or provide guidance, to departments on how to implement the laws. He can even write an EO that says some laws will no longer be enforced, although the law may remain valid. EO's are policies not laws, but the average person has a hard time understanding the difference. And so does the average federal LEO, because policies are sometimes wrongly interpreted as law by senior department leaders.
