Actually, most police officers get training on recognizing and dealing with Emotionally Disturbed People. Most emergency response personnel, LE, FD, EMT, etc... don't have much problem spotting the odd duck in the pond.
I'm not certain what the direction is for the Oregon State Patrol when they investigate, but the issue on denial for firearms purchase is based on an adjudicated mental illness, i.e. medically diagnosed and court certified after Due Process. I would oppose any law, regulation or policy which enables a police officer or police department the power to deny the purchase of a firearm without Due Process.
