or you got something caught in the poppet inside, it happens and it doesn't fully seat

unscrew the top nut that has the brass cover on it (looks like a top hat)
then you'll find a plastic piece that is screwed into the larger brass body of the PVB
you can unscrew that and if it's not broken, it might have something in it, or in the seat that's making it stick open.
