Yes at the bottom usually on the left and right side. May not be able to see them from the inside usually they are under the track.
Check the weep holes to make sure they are not clogged. Water can flow in the sill of window is normal, but if the weep hole are clogged it will not flow to the outside and will backup into the house.
The outside of the frame on pre-assembled windows should have a drain hole or slit. Find it and clear any dirt or debris from the tracks.
also check to see if the installer or owner chalked it closed. Had this on a rental we lived in awhile back.

Some of the smaller windows have obvious drain holes, but this big window doesn't. I'll need to bust out the Shop Vac and suck up this water. It seems as if it's coming from underneath the track. I'll sop up some water and the level instantly rises again.
Update: Ok. This window had its drain holes sealed up. It's a pre-assembled window that the builder installed when our home was new. When it dries out I'll strip out the caulk/sealer and try to find the holes. If not, could I remove the window track and carefully angle drills 3/16" or whatever size drain holes myself? Don't want to pay a contractor, yet I don't want to F it up myself.

I would find the slots on the outside.
If those are aluminum or vinyl, there should be a horizontal slot at each lower corner below where the inner track lies.
I would start probing the caulking on the exterior with a small sharp awl or something similar to find those weep holes and then clean the caulk out of them.
