Yep and all those reasons are precisely why Obama wants it to just go away and I only half-facetiously suggested Holder would spend more effort trying to track down the guys who leaked this assessment to the press than in actually trying to do anything about ISIS. Over there, ISIS is an "army" -- here, they'd be a well-financed, moderately well-armed punk-ass gang, emphasis on the "punk". We've got more well-trained vets now living in the general populace than they have in their "army" and that's without them trying to get from the Mid-East to here.

If you look at the punk ass gangs in America, La, FRESNO, NY, DETROIT they're given a moderately wide berth by LE. Everyone is discounting the effectiveness and how prepared ISIS really is. This isn't some wanna be gang bangers. They are well organized AND ready to do what the feel is necessary to rid the planet of the infidel.
