Usually, this kind of complain is from things that have been going on and allowed to built up to this point. Instead of losing your cool, walk over the neighbor, apologize profusely and take steps to avoid future issue. I would do this even if I don't think it is my fault.
My shep attacked neighbor's mini poodle after being barked at nonstop from their side of the fence. The neighbor flipped out, yelling and screaming while I dragged my dog back inside. Few min later, both the spousal unit and I walked over, apologized, offered to pay any vet bill etc. Neighbor felt bad and apologized for losing temper. She admitted she let her little dog bark out of control whenever she out in the garden area. Things have been good since then. The dogs are still on their pissing contest along the fence line! Poodle learnt her lesson... always ran whenever she sees the shep. *smirk
