They already do this in national parks and it's BS. If a shoot is big enough to require road closures or rangers on set then they should be billed for it. Not a blanket policy.

Yes, if you do something that requires extra Government expenditures above and beyond normal operating budget. Just like all the yahoos who do stupid things that require a search and rescue.
If you are just capturing photons from outerspace that are bouncing off of Land that is OURS, then no.
