Gimp with GAP, but I admit I have very limited experience in editing video.
Oh, PC, not sure of the original file format as we haven't shot it yet. Some article I read of Top 9 has Windows Moviemaker listed. Probably end up using that.

I would. If youre not looking to do a lot of intense edits- it should work perfect for you
