Ammended on July 31, 2014. It was ammended to be more vague. Bush's original was specific to SARS as a single illness, BO ammended it to say it can be any number of illnesses...which just so happens to include ebola. Of course the revisions were made long after Ebola took off this time...coincedence?
Notice it says this section doesn't include influenza. They didn't need to include it because Bush included the VERY vague term in his original.
