Is this supposed to be after the complex was shut down and the apartment quarantined?

Complex is not shutdown. A few officers are posted outside to keep the media back. Just the family is quarantined in their unit but all reports say the other units are free to come and go. However, that multiple media outlets camped nearby report seeing 3 people enter and leave patient zero's apartment during the "quarantine".

Oh yeah...they definitely have this whole situation under control. So here's my question, why in the blue hell have we not cut off all inbound travel from affected countries? Hell, why is this apartment complex not completely shut down? It doesn't seem to me that they care a whole heck of a lot about containing this thing. If they did, I would think they would be taking a LOT more precautions.

Because Ebola is almost impossible to catch, didn't you hear? Just a few reminders...

"There is zero danger to the U.S. public from these [two] cases or the Ebola outbreak in general," said Amesh Adalja, a member of the public health committee of the Infectious Disease Society of America and an infectious disease doctor at the University of Pittsburgh.

A pandemic flu virus can spread around the world in days or weeks and may be unstoppable whereas Ebola only causes sporadic localised outbreaks that can usually be stamped out.
