    Seriously, they already have ground rules. We call them laws and ordinances. Most jurisdictions require permits before any road closures or large gatherings to ensure proper public safety like porta-johns and clean up is taken care of afterwards. If people in Ferguson would like to demonstrate, they can do so within the law or practice civil disobedience. If they go the civil disobedience route, they can have attorneys standing by and they can make bail like anyone else if the court sets bail. If people become violent, they can expect the response to be force up to the level necessary to keep the peace and end the violence.

    Kinda hard for me to sympathize with a looter getting a beating or those committing violence on others getting shot. Pretty much what I would do.

    I've broken a beer bottle over my own head once. It didn't hurt at all, but that's because it broke perfectly and I was expecting it and was drunk enough to be breaking a beer bottle over my own head. That doesn't mean I didn't bleed all over the place though.

    The document does specify "thrown WATER bottles" though. I'm sure there are glass water bottles, but not that anyone rioting in Ferguson can afford. I still wouldn't want to take a full water bottle to the head either.
