    Finger off the trigger until the sights are aligned on the target.

    There's nothing in the picture to indicate that he isn't aiming the rifle at an acceptable target.

    The fact that we know he's in a suburban setting might have something to do with your whole 'acceptable target' mumbo jumbo.
