The ACA ("Obamacare") was never really suppose to work. It's function was to render private insurance so unwieldy and expensive as to drive the consumer to single payer. Remember Odumbo had several quotes in front of different audiences stating he wanted single payer but that would not pass. The ACA is just step one. No one championed the ACA as a system that was better than single payer.
