Meh...I've had good luck using highly concentrated alcohol to get the water out, and then dry air to get the alcohol out.

^ This is he way to go. Highest percentage of alcohol you can find. Unfortunately the big down side of the iphone is you can't remove the battery to really flush it. Rice is nice but it doesn't get inside to remove residue.

I put drowned phone into the PC box near the CPU fan for about 1/2 working day. It works well.
