First: The illegal issue would be a lot less of an issue if we didn't extend benefits. My issue is both tax dollars spent on entitlements as well as the unfunded liability created by extending entitlement spending to these people.

Second: This move is about creating a PR war with Republicans in congress. Obama and the Dems believe they can win this war, and they are probably right.
