If she is a danger to herself and others when she drinks, then she certainly should not have access to firearms. For an old woman with no shooting experience and a bad wrist who insists on having a gun in the house, my only recommendation would be an old breaktop .32 Long. .32 Long has very mild recoil, and the old breaktops are inexpensive and have lighter trigger pulls than a rimfire or one of the 1980s H&R/NEF 32s. And you can load it up with powderpuff wadcutters that will significantly limit the damage she might accidentally do with it.
