I grew up in Alaska, where they have the equipment and budget to remove it- not the state-of-the-art "solar snow removal system" that the Front range uses...
the problem here is transplants, and just not enough priority given to removing it from the roads...
At least when I lived there, Anchorage had equipment, personnel and plan to plow streets like every 2-4 hours around the clock... and they don't even get the same amount of snow as say Valdez...(which gets 35-40 FEET every winter)
I even was a delivery driver in Anchorage with a 2wd import pickup (with studded snows & 800# of lead bars in the bed)... you didn't need 4wd unless you were going up hillside- they did a good job of keeping accumulation down.
