Swaps: Engine or chasis - they go by whichever is newest. If the engine is not being swapped then yes, it is a non-issue.

What is this Emissions you speak of? Who is "they"?

One of the advantages of living in the Stix... the only thing they inspect here is the VIN if it comes from out of state. After that, they never see the vehicle.... registration renewals thru the mail... I think the state wants to know if I change fuel types (gas to Diesel, or electric conversion), but I don't see how they'd enforce anything out here...
