I think it was Greek or Roman.

It went along the lines of if you want to prevent rebellion or insurrection remove the sprite it and the ability of the people to think of such things.

It may have included a part about were if they even posse spears they will never even conceive to use them.

Anyone have the faints idea of any quote like this?

No idea. But if I were going to take away their Sprite I'd probably take the 7-Up too. They're pretty much the same thing anyways.
