This is that "...presumed innocent until proven guilty..." part that we are all supposed to uphold.
In times like this when we have a personal involvement, it can be very difficult to abide by this.

I'm guessing that if you tried to get someone to 'officially' investigate it, you would have been told "No, sorry. Case was closed. Insurance money was paid. We don't have time... etc.", further escalating your emotions.

Yeah, don't ya love that "we ain't got the time or resources to fuck with ya" attitude when you go to them for help, especially when you know who the guilty party is?
