Just found a 20rd box of Federal Hydra-shok 9mm I purchased in 1994....safe to use?

I was cleaning out my safe yesterday and found a box of Federal 9mm I purchased from SM Guns in Eugene, OR back in 1994. Do you think after 21 years they're safe to use?
