It's also worth noting that this deal offers another backdoor intellectual property agreement that would allow companies like Warner Bros and Sony to sue you for arbitrary amounts of money for watching/using anything of theirs without purchase. The ceiling remains to be seen, but it's not unfathomable that they could start hitting you with ISP infractions or penalties for things like getting music or movies from a friend (your browser cookies, phone profiles, etc. might as well just let companies into your system).
It'll be visible to the public for 60 days before Congress votes on it.
