Have you tested it braced or anything. 25 yards and it is all over the place... or did you mean you have trouble hitting the target at that distance and it is otherwise grouped fine on paper off the target? Unless it hates your ammo, should be able to if using any kind of a rest to sight in/test should be able to get decent groups and on target. I mean at an indoor range it's not like I have to aim at the head to hit center mass with a glock.
