Might be something in device administrators restricting a change. You might have Google's Android Device manager or another security app installed and I think you have to disable it to set lock screen to NONE. You might also just have to clear the credential storage.
(On GS4) Settings > More > Security > Device Administrators
(On GS4) Settings > More > Security > Clear credentials
I think you can also clear it to NONE by entering the wrong pattern 5-7 times and then taking the forgot password option which will prompt you to login to gmail and should reset it to none. That's assuming you don't have some other security app* that locks the phone on incorrect attempts.
* I used to use Theftie, but Google Play killed it. Quite possibly for that reason - bad tries could cause the device to get wiped or just re-lock depending on your settings.
