I fail to see how him ordering the military to murder the family of terrorists is "out of context."

He did say, "They'd follow it because I'm a leader," but not in response to an illegal order question, simply an order question.

Yes, he didn't explicitly say murder or unlawful. I would have to be persuaded that there are limits to hunting down terrorists. Also Obama and his drone kill list is probably illegal. The United States deliberately target civilians in WWII via strategic bombing too.
