    Default Senate Bill to repeal magazine ban introduced on Jan. 29 SB 16-113

    On Friday Jan 29, a bill was introduced in the Colorado State Senate, SB 16-113, to repeal the 2013 magazine ban law. It is a parallel bill to HB 16-1024, introduced in the House. SB 16-113 was introduced by Senator Marble, and is sponsored on the House side by Rep.'s Saine and Humphrey. It will probably pick up more sponsors as time passes. It is assigned to the Senate State, Veterans and Military Affairs committee, although I am not aware of a scheduled hearing date yet. As is the case with the permitless carry bill, this one should pass through the Senate, but may face a tough time in the House.

    Last year there appeared to be enough votes in the House (due to some Democratic support) for a repeal bill to pass there, but the question is whether House leadership would let it get to the full House for a vote. And then it would have to get past the Governor. Last year the repeal bill was sent to the House State, Veterans and Military Affairs committee, where it died on a party line vote. However the makeup of that committee has changed a little this year, and of course House leadership doesn't have to send it to a committee guaranteed to kill it either.

    I'm surprised that the Democrats don't agree to allow the mag limit to be increased from 15 to 20. I think a lot of the angry gun owners would soften their stance at that point and it would become much less of a lightning rod for criticism.

    Nobody claimed that the Dems were employing logic in their actions.

    I think you kind of answered yourself, except that you seem to assume they don't want us angry.

    I'm doubtful this will pass, or even make it out of committee, but it would be awesome if it did, miraculously, pass. IIRC, there has only been one instance where a violation under the new magazine capacity law has been charged, and it wasn't even the primary charge (I think it was an attempted assault or something), it was like 3rd or 4th in the charging document. It's a stupid, pointless, feel good law, as we all recognize, that is hardly enforceable and does absolutely nothing to prevent any crimes. I'd love to see this pan out in our favor, but I'll be cautiously optimistic.

    SB 16-113, the Senate bill to repeal the magazine capacity ban, has its first committee hearing on Monday February 22, 2016, before the Senate State, Veterans and Military Affairs Committee. The committee starts at 1:30PM, and will also be dealing with some board appointments and a bill on campaign finance. There will be a chance for the public to offer testimony. The hearing will be at the State Capitol in SCR 356. If you can show up and testify you should.

    It appears that SB 16-113 is off the committee calendar for today. I do not see it rescheduled for another day, at least not yet.
