    Default Permitless concealed carry makes it out of first Senate committee

    Yesterday Sen. Tim Neville's bill SB 16-017 was heard by the Senate State, Veterans and Military Affairs Committee. It passed, three votes in favor and two opposed, and moves on to the Senate Finance Committee. This bill, if passed, would eliminate the requirement for a government permit to carry a concealed handgun. The permit system would stay in place, mainly for reciprocity purposes. Under the bill it would be illegal for persons who cannot legally possess a handgun to carry it. A similar bill passed the State Senate last year, but died in the State House.

    A bill to repeal the 2013 magazine capacity ban, HB 16-1024, has also been introduced. In the House it is sponsored by Rep's Saine, Humphrey, Buck, Everett, Joshi, Neville P., Nordberg, Ransom and Klingenschmitt. Senate sponsors are Senators Neville and Marble. It is assigned to the House State, Veterans and Military Affairs Committee. Last year all the pro-gun bills in the House died in this committee.

    Tim Neville is a Colorado State Senator. He is also running to be the Republican U.S. Senate candidate, to challenge Michael Bennet. His son Pat Neville is a Colorado State Representative. So the sponsor of SB 16-017 is Tim Neville. He is also a sponsor of the magazine ban repeal, HB 16-1024, as is Pat Neville. Both Tim and Pat are very pro-gun.

    Hopeful... Senate is R majority- the House will be the hard one to pass.

    The governor holds the pass or veto pen. Wouldn't hold my breath on these.

    There's a bill working it's way thru the process for expanded no-permit carry here in Idaho. The law here is a bit confusing...you don't need a permit to carry concealed as long as you don't enter city limits (includes having a gun in your car). Statewide open carry is allowed. The bill would just remove the "inside city limits" part. Permit process wouldn't change so carry in other states wouldn't be affected.

    Probably a better chance of passing here than in CO. But I'm hopeful the pendulum will swing this year in CO...who knows?

    ETA: Mrs BG got stopped by a trooper for 80/65 about a week ago. Against my previous advice she told trooper she had a loaded gun in the car. According to her he smiled and said, "We have this little game we play here. Don't show me yours and I won't show you mine." Then he gave her a warning for speeding.
