    Default Teller County Renewals

    Is Teller County doing this wrong? They require a training certificate for renewals, but the law doesn't require that.

    From the actual Statute.
    18-12-211. Renewal of permits


    (1) (a) Within one hundred twenty days prior to expiration of a permit, the permittee may obtain a renewal form from the sheriff of the county or city and county in which the permittee resides or from the sheriff of the county or city and county in which the permittee maintains a secondary residence or owns or leases real property used by the permittee in a business and renew the permit by submitting to the sheriff a completed renewal form, a notarized affidavit stating that the permittee remains qualified pursuant to the criteria specified in section 18-12-203 (1) (a) to (1) (g), and the required renewal fee not to exceed fifty dollars, as set by the sheriff pursuant to section 18-12-205 (5). The renewal form must meet the requirements specified in section 18-12-205 (1) for an application.
    Says qualification criteria is 18-12-203 (1) (a) to (1) (g) which is...

    18-12-203. Criteria for obtaining a permit



    (1) Beginning May 17, 2003, except as otherwise provided in this section, a sheriff shall issue a permit to carry a concealed handgun to an applicant who:

    (a) Is a legal resident of the state of Colorado. For purposes of this part 2, a person who is a member of the armed forces and is stationed pursuant to permanent duty station orders at a military installation in this state, and a member of the person's immediate family living in Colorado, shall be deemed to be a legal resident of the state of Colorado.

    (b) Is twenty-one years of age or older;

    (c) Is not ineligible to possess a firearm pursuant to section 18-12-108 or federal law;

    (d) Has not been convicted of perjury under section 18-8-503, in relation to information provided or deliberately omitted on a permit application submitted pursuant to this part 2;

    (e) (I) Does not chronically and habitually use alcoholic beverages to the extent that the applicant's normal faculties are impaired.

    (II) The prohibition specified in this paragraph (e) shall not apply to an applicant who provides an affidavit, signed by a professional counselor or addiction counselor who is licensed pursuant to article 43 of title 12, C.R.S., and specializes in alcohol addiction, stating that the applicant has been evaluated by the counselor and has been determined to be a recovering alcoholic who has refrained from using alcohol for at least three years.

    (f) Is not an unlawful user of or addicted to a controlled substance as defined in section 18-18-102 (5). Whether an applicant is an unlawful user of or addicted to a controlled substance shall be determined as provided in federal law and regulations.

    (g) Is not subject to:

    (I) A protection order issued pursuant to section 18-1-1001 or section 19-2-707, C.R.S., that is in effect at the time the application is submitted; or

    (II) A permanent protection order issued pursuant to article 14 of title 13, C.R.S.; or

    (III) A temporary protection order issued pursuant to article 14 of title 13, C.R.S., that is in effect at the time the application is submitted;
    There is no requirement to demonstrate competence with a training certificate there. That comes into play at 18-12-203 (1) (h).

    But the Teller County Sheriff's website states in their information packet that:

    NEW CONCEALED CARRY PERMIT APPLICANTS PLEASE NOTE:You must schedule an appointment with Administrative Assistant Carolyn Davis 719-304-5706 or Dawn Steel 719-304-5704 to apply for a Concealed Handgun Permit. When you come for your appointment, you will need to submitthe following:

    -Completed concealed carry handgun permit application (do not sign until you arrive for your appointment as yoursignature must be witnessed by a designee at this office)
    -$152.50 cash, cashier’s check or money order made payable to Teller County Sheriff’s Office. This fee paysfor CBI’s state and national criminal history check and Insta-check (NICS) per Statute and the Teller County fee.Note: fee is current as of 1/25/2016.
    -Proof of Colorado residency: Rental Lease, utility bill. Also bring your current Colorado Driver’s License,Colorado ID Card or Military ID Card and Duty Orders.
    - Documentary evidence demonstrating competence with a handgun as specified in section 18-12-203 (1) (h) of theColorado Revised Statute. (see TRAINING REQUIREMENTS SECTION for further details) NOTE: The TellerCounty Sheriff does not recognize online training or hunter’s safety classes as proof of handgun training
    What's up with that? So every 2nd renewal you must pay for another class? Seems like this requirement by the Teller County Sheriff is against the law, am I wrong?

    It does appear that you are correct in that they are saying that the applicant must submit proof demonstrating competence (training) every ten years. I don't know if what they are requiring for renewals is correct or not, but they are also now requiring a utility bill to establish proof of residency in addition to DL too.

    We'll see how they answer the questions when I ask them about it when I submit for my renewal in a couple weeks.
    Common sense is a punishment for having to deal with those who don't have it.

    I know it's not Teller, it's Arapahoe, but last time I renewed mine, they stated that I would need a new cert next go round.. which happens to be in December.

    Can't believe I've carried this long and my guns haven't killed a lot of people indiscriminately.

    In most cases, your unexpired CHP is accepted as proof of current competency(at least in the counties I've dealt with).

    A friend from work just told me about this today. He was having a hard time finding a class in Woodland Park before his license expires. I directed him to Elite Firearm & Training for earlier classes. Makes me wonder if I will have to take a class this next go around in El Paso county?

    When you guys ask, ask about showing competition records for competency as well please.

    Never mind my last. I just talked to my wife who just recieved her CCW and that is what the instructor said in her class. Guess I will be taking another class here soon.

    Just as a data point, Boulder County accepted my USPSA card last year as proof of training/competency.
