    I'm not sticking up for the notion that bongs at the Tanner are a good thing, I'm merely stating that just because someone buys a bong, doesn't mean they are breaking any laws as it pertains to a 4473.

    Clearly, one would want to fill out the 4473s first, then buy all the bongs on the way out...man.

    What if the bong purchase is for someone else? Are there any laws preventing the straw sale of smoking apparatus?
