Thank you. That is the better articulated version of what I was trying to say. I am not suggesting that heavy clothing would stop a bullet, but that it may inhibit expansion of a hollow point, thereby decreasing its effectiveness. Perhaps "all but ineffective " was overstating it a bit.
I wouldn't be surprised if in fact, either the ricochet hypothesis was correct, or the bullets did penetrate but lodged on opposite side of body in the jacket.
But the NYPD screwing up their own ammo works for me too.

As many predicted, bullets penetrated the bad-guy, but did not go thru the jacket after exiting the bad-guy.
So....the Carhartt jacket could have prevented some bystander injuries due to over-penetration.
